I believe he is asking this:

If there is no personnel at starting location, it moves range 6, so if there are 2 range 3 locations, will it pass over the first one if there is personnel and then stop at the second one, or will it stop as soon as it passes personnel?

Answer, it only checks for personnel before movement, so it should pass location 1 and on to location 2. End of next players turn it will check for personnel at current location again.

That sounds like an interesting play with Obsession. Throw a mook in the way of the thing to hold it in place until you can get there with your ship and nuke it!
