I have Garak at Holding Cell
I have Dakol at Ore Processing

They haven't walked yet that turn.
I relocate a captive to Dakol, and walk him and captive to Holding Cell.

Once Garak uses the Holding Cells text, can Garak escort the captive back to Ore Processing on the same turn?

Captives can be moved like equipment, so I'd say yes. If you can do it with Plasmadyne Relays in a cargo run deck, why not captives on a Nor?
