I always play this as soon as I play the card, I download the two sites. Otherwise, its taking up my draw deck or q's tent. If its not played this way, it should have been allowed to DL as soon as you play it.

IIRC, it was specifically done this way in order to force you to take up space in your draw deck (as a balancing cost for getting some pretty powerful stuff for free/cheap)!
Anyway, on the main question:
Under Decipher's terminology, "phase" could mean any of three things:
* One of the game's basic modalities: "seed phase" vs "play phase"
* One of the seed phases: "facility phase" vs "dilemma phase" vs "mission phase" vs "doorway phase"
* One of the turn segments: "draw phase/segment" vs. "execute orders phase/segment" vs. "play phase/segment"
...and, yes, Decipher would use "play phase" to mean both "the part where the game happens" and "the part of a turn where you report cards." Decipher terminology had a few blind spots.
We've been slowly, quietly adjusting this for several years now, pushing rules documents to use "phase" when it means "phase" and "segment" when it means "segment," while converting "seed phase" to "seed phases" where appropriate. This is all part of the term-standardization cleanup that is one of the R.C.'s jobs.
The
at any time entry still uses the old terminology. It looks like it even may be the last entry that does, which is awesome! But, from its context ("any phase of either player's turn"), it's very clear what it means. The entry will be switched to using the standard terminology ("segments") in due time, and, as I said, we've already been working on this for a while.
In the meantime, play it correctly: you can do this during any turn in the play phase, even in the play segment or the draw segment.
