Yes. The wording of his skill is very similar to that of The Emissary, and The Emissary is specifically named in this bit of the Glossary under "report":

If the card allowing a card to report for duty is not a facility or site (such as The Emissary or Devidian Door), the card may report to any quadrant (even if it happens to be reporting aboard a facility) unless otherwise specified by the game text.

Which makes that version of Ben fun, because he welcomes all Bajorans to his party: Alpha, Delta and Mirror.
