since ds9 seeds in dilemma, when actually? is there a rule it seeds first, since it affects dilemma strategies?

I could be wrong, but I believe the only nor that can get dilemmas is Empok Nor, and it seeds in the mission phase.

In Open it can be the first card down in the dilemma phase if you want.

In OTF there's a prescribed order:

- Batch seed your dilemmas under an opponent's unshared mission.

- Self seed any cards behind dilemmas under your own unshared mission.

-Alternate seeds at shared missions.

- Seed any other non-dilemma cards that say that they seed in the dilemma phase. <-- This is where Deep Space 9 can be seeded by either player, starting with the player that won the coin toss.
