My guess is no one thought of it before because Black Hole was banned for so long.

Thing is, though, when OTF was being written... there was no ban list. The ban list came with OTF. So presumably the OTF framers had Black Hole in their environment.

I still think "oversight" is the most likely explanation, but the OTF rules discussions were almost entirely lost when Google Wave shut down (something I complain about often), so we'll probably never know for certain.

Oh good point. I was not around 1E when OTF went into effect, so I didn’t think of that.
