Flipping computer crash as a response to a download on a dilemma ?

Would a flip of computer crash be a valid response to encountering a dilemma that allows the opponent download personnel to that mission, such as Entertaining Display or Klingon troop deployment? Or would I need to flip the computer crash before I began the mission attempt?

It is a valid response, yes (but technically, not to encountering; however, a "download" was going to happen if opponent set forth to do so and that makes it valid); and it has the speed of "suspend play"; so can be done w/i mission attempt, and prevent said downloads.

(I strongly believe so, anyway. But TI1E... )
