Does Renewed Spirit only nullify half a combo dilemma when it is encountered? (I.e. if scow has been on the spaceline for a few turns, can I play Renewed Spirit to nullify it?)
1.) Yup, though that's harder to do than you'd think. There's usually a Wormhole or something that can serve as a landing spot for the scow.

2.) As far as I know you can nuke the combo scow any time - it's still half of a combo dilemma.

So unless your ship was planning to never move again...

Yes, Renewed Spirit works against Scow whenever. I hate admitting how underrated Renewed Spirit is because now you people will all start using it and I'll lose my edge.
