Just learning 1e, and noticed on a YouTube game that treaties were seeded at the beginning of the game, but the cards do not say 'seed' on them.

I was curious about that.

There is one card Open Diplomatic Relations that let's you seed a treaty but that costs a seed card slot for itself and another one for a treaty.

there are also some cards that let you download a treaty in the seed phase, like Staging Ground and Combined Task Force

there are others as well

And some treaties in themselves let you seed them.

Treaty: Federation/Bajoran

Treaty: Romulan/Cardassian (this seeds as a first FYI )

Treaty: Federation/Cardassian (this becomes seedable if you Klaestron Outpost seeded first as stated on the card)
