What exactly is the effect of Dominion War Efforts? Can I keep reporting Support Personal to my ships or can I even download one every turn?

Just be aware of OTF "Players may download personnel into play only once every turn." rule.

The downlaoded Personal can be from.andy quadrant right?

Whereas downloading via Ops from Alpha quadrant terok nor needs to be Same quadrant?

Correct, sites based downloads must be from the same quadrant. However, if a non-site card says where you are downloading too (such as an ASP to the ship/facility) quadrant icons are moot. Go get those Holo or support personnel!

Rule of thumb, when reporting tovia facility, the quadrant needs to match. When reporting elsewhere, the quadrant doesn't need to match.Then there are the usual cards like Home Away From Home or the time location and natives.

I would clarify that instead of the word "to" you should use the word "via" because ASP can report to a facility, but you are not using the facility to make it happen. it is also why you can ASP to a nor even if you do not have a site that lets that person show up.
