Yes, but they have to go to Sherman's Peak and not the station, unless you're using Treaty: Federation/Romulan.

It seems weird that you can report on opponents' ships but not on a station because of compatibility? Is this because reporting on the station would put non compatible people in house arrest?

I think you could report them on opponent's K-7, as intruders. (Not your own, 'cuz house arrest. Yes that is kinda weird. But also kind of inherent in the way the game treats your own incompatible cards and your opponent's incompatible cards differently.)

Then you'd have a new problem: you can't beam them OFF K-7 (only compatible cards can use its transporters), and K-7 has no docking, so your Romulans are stuck forever.

Don't be so dramatic James :P There are plenty of ways to get them off the station. (Just not necessarily easy or cost effective)
