Normally, if you have a non-aligned ship and you want to change the affiliation of the personnel using it, you can always -- as a last resort -- just dump the personnel on some planet and then beam your new crew onboard.

What if I have troublesome [Fed] hologram on my non-aligned ship and I want to go attack someone with it by staffing the ship my [Kaz] personnel, who are totally incompatible with this hologram.

Can I voluntarily deactivate the hologram? If so, does this hologram get treated as a piece of equipment that no longer poses a compatibility (and affiliation attack restriction) problem?

Alternatively, can I voluntarily beam this hologram down to a planet, resulting in it being deleted?

There is no rule that lets you deactive your holos. so they have to die or deactivate by a card that makes it happen
However if they were deactivated, they are disabled, so I would rule do not count as having an affiliation
