If a card mentions docking at a facility, can this be a planet facility?
Those of us who have "Trek Sense" from watching the show know none of the Enterprises are made to land and take off again. (The fact that U.S.S. Voyager could land was a big change they really had to explain.)
But there is nothing in the glossary that suggests that ships are unable to dock at planet facilities. Rather, the entry on facilities in the rulebook seems to imply docking at Headquarters (which are on planets)
"Facilities are installations throughout the universe. Your ships, personnel, and equipment typically enter play at one of your facilities. Facilities are usually well-shielded, and can extend their shields to friendly ships that dock at them. There are three main types of facilities:

Headquarters are the centers of government located on each affiliation's homeworld. If both players are playing the same affiliation, they share control of its headquarters."
If the answer is, no, you can't dock at a planet facility it seems to disadvantage heavily decks that naturally are forced into using planet facilities (most obviously Starfleet decks) if they face Baryon Buildup.
