Does the limit +4 on this card only count for the number of objectives? Or is it limited for test missions PLUS objectives

I would definitely read it as +4 total, not +4 for missions and another +4 for objectives. Otherwise it would have probably have been worded more like, "missions... [+4 max] or... objectives... [+4 Max]" , or, "... [4 max each]".

What @VioletBlaze says, but slightly improved: the card says plus 4. If the limit was meant to refer to any (or all) of the tabled card groups mentioned, given the rest of the card's wording, it should have given one or more numbers only (i.e., "max 4"); as-is, the plus sign makes it clear that it is the attrib modification which is limited.

(As such, the + signs in Violet's post should be omitted IMO; for the rest, I agree fully.)
