Here's the theory behind the current cloaking rules.

Cloaking is like hide-and-seek. You're hidden, but you're still there - and everyone knows roughly what neighborhood you're in. So, your opponent can't do anything that requires being able to point at the ship, because they don't know exactly where the ship to point at it. For your part, you can't do anything that would give away your position.

So, you can't tow a ship while cloaked, because someone would see a tractor beam coming from nowhere and go "huh, guess I know where the ship is".

Mechanically, it'll fall under the "you can't affect things outside the cloaked ship" clause.
