Is there any reason why Tallera says "[Fed] affiliation personnel" instead of just " personnel"? (Other then early-ish Decipher templating?)

looks like all the cards with affiliation restriction boxes are worded like this. yes it is redundant and no there isn't any specific reason for it.

It makes sense for affiliations that share a name with their species (Klingon, Vidiian, etc.). I suppose wanting a uniform template drove the decision to have it say that as well.

If would make sense (and that was my first thought) if it was the word ("Klingon Personnel"), but if it's the symbol ( ), then it means the same.
