Does Seeded unrelenting profit that allows you to DL 1st rule allow it to be seeded on quarks bar instead of the other options on the card ?

Nope. You can go fetch 1st rule, but it still has to obey its text. Unless you can turn DS9/TN into a Nor, you can't put it there.
