This change (if the community / department wanted to do it) would have to be errata. Rules will not (and ought not) make a generally applicable rule more complicated / less intuitive for the sake of avoiding a single unwanted interaction.

("Seeds or plays on a Federation homeworld. Once per turn, one [Fed] Ambassador, Admiral, or President OR one HQ card may play for free here. (Not duplicatable.)")

Incidentally, won't any Stop First Contact deck you face bring Espionage Mission anyway?

I think that's a rather different point. I'm saying that [Bor] will still play it. You're saying that only [Bor] will still play it.

I disagree with the latter. [Fed] still plays Espionage Mission to get Strategema protection. That's what I did in my most recent OOTP deck.

It's just that, since March 2017 when Research Devastating Attack came out, [Fed] has had a choice between Strategema and stealability.

I never really tended to camp out at my HQ. I used the report engine to get cards into play to go elsewhere, I get your point and to each his own.

I'm a HUGE camper. I once had an Alpha Quadrant Voyager deck with Full Complement of Shuttles that just parked Voyager at Espionage Mission (behind a Strategema) and then attempted missions exclusively by sending shuttles out every turn.

Ah, yes, I've done the Type 18 Shuttlepod deck, too, but it did NOT go so hot: https://www.trekcc.org/1e/decklists/ind ... ckID=12609

I'm certain Greg's runs much (much) better.

The problem with the Shuttlepod deck is the pods can only hold two personnel. The Voyager Full Complement deck limits you to two shuttle crew when reporting-with-crew, but otherwise you're free to load them up with as many as you need to pass the dilemmas.
