Hi guys,

the wording on Prisoner Exchange is a but confusing ...

I can only download ONE personnel with it, right?

If I have five captives and one copy of Prisoner Exchange, I can still only download ONE personnel with that single copy on the table, right?

That would be how I read it, though you can play more than one of these per game (or, theoretically, per turn) to get more than that.

yes, if you choose that option, you only get one.
