Can you use a [DL] to suspend an end-of-turn or start-of-turn action, like Process Ore or a probe?

A recent thread revealed some confusion among players about whether [DL] can suspend play during the end-of-turn or start-of-turn phases.

Don't check the rules. Don't click Show Results before you vote. Just go with your gut understanding. Tell me how you have always played it. No re-votes.

You can read the thread to see all the rules text and my personal opinion, but I'd like to get some sense of how the global player base has always treated it (regardless of the specific rules text). Thanks.

Upon a reread of the thread today versus what had been posted up to what I read yesterday, I change my vote, but alas I cannot. For the record, the way I voted was was opposite to how I had always played, but now I have returned to my original position.
