Hi guys,

if I drop a 'report with crew' action and the ship has no holodeck, and I have a hologram amongst the crew, is that a legal action?

I would say 'yes', and argue that the hologram simply reports deactivated and cannot be activated aboard.

Furthmore, I would argue that it can be 'moved' in their deactivated state to a place where they can be activated.

Is all of that correct?

Sounds right. Deactivated holograms are disabled and treated like equipment. Equipment can be part of a report with crew action...

Therefore, I don't see a problem.

Doesn't the Rulebook say -

Holograms may not report or voluntarily move any place where they cannot exist. Since this is reporting with crew, I would argue that they can't.

The full rule:
ACTIVATION AND DEACTIVATION
Holographic [Holo] cards must always exist in one of two states: activated or deactivated (conceptually stored in memory). They may exist activated if present with a holodeck (on cards like U.S.S. Galaxy), but they may exist deactivated aboard any ship or facility. They may not exist anywhere else.

Holograms may not report or voluntarily move any place where they cannot exist.
They can't *activate* on a ship with no Holodeck, but they can *exist* there.

They'd still count as personnel towards your two-limit. (Otherwise I'm abusing Remote Supply Depot!)
