There are a few Bajorans who do not have the listed skill Resistance but have the Resistance icon and are clearly either Resistance personnel or (in the case of Rider Will) impersonating a Resistance personnel. May they benefit from Bajoran Resistance Cell? Do they count as Resistance for Dilemma and Mission requirements? Thank you.
