In the card database Dixon Hill is currently still flagged as a capturing-related card. By my understanding, now that his special download was changed from the specific [DL] Dixon Hill's Business Card to the more general umbrella term ( [DL] any Business Card, which might or might not grow to a size >1 some day and include non-capturing related business cards),, that disqualifies him from counting as capturing-related card.

1) Is this reading correct?
2) Was this done intentionally to prevent things like turn 1 Hall of Magistrates > Prosecutor Orak > Internment > Dixon Hill in combination with Rods/Carlos for an almost instant guaranteed way to retrieve/loop The Cheese Of The Week, or just a happy accident?

Removing "capture related" was not intentional. But personally I'm not upset to see it happen, if that's the fallout.

(1) Your reading is correct. @eberlems, whenever convenient, please update the database accordingly, and I'm sorry Rules didn't notice this at the time. (It's our responsibility to alert Programming when something subtle like this changes.)

(2) This was not intentional, but seems like a happy accident in retrospect. We actually did it for space. "Any Business Card" is shorter than "Dixon Hill's Business Card," and we had gone round and round and round trying to find room in Dixon's text box for the new errata text.

something i just thought of........

if I use Dixon's special skill is it "all or nothing" or can i pick and choose which skill requirements to ignore? In other words suppose i'm solving Hunt for DNA program and I have an Arch mission specialist. Can I score 5 from the mission specialist and then have Hill "ignore" all the other skill requirements?

It's all or nothing. If it said:

[SD] Once per game, when solving a mission where present, may ignore any non-attribute
requirements. [DL] Any Business Card


then I would say you could pick and choose; alas it does not.
