I tried checking the rulebook and glossary and I'm still unsure about how this card works, because unlike cards like Targ which affects all Klingons and Calandra which affects all Dai Mons present it targets only one male. When do I choose who's attributes get enhanced and can I select another target to be enhanced?

It's an action. Therefore it can be done during the orders phase of your turn between other actions (so no switching mid-mission attempt, etc.).
