What are my options for stealing a cloaking device and bringing it back with this card, and which is the best? The only two I can think of are using subspace transporter or the equipment card from mirror mirror that lets you transport between the MU location and a corresponding AQ location while ignoring shields.

Your options are poor, I gotta admit. I've never actually seen someone successfully pull off this objective.
