question for clarification: Facility phase actually means the phase where ALL seed cards, that are not doorways, missions or dilemmas, are seeded, right?
The Rulebook does not actually specify that.

yeah, that's in the OTF rules. they are more strict about seed phases.

Oh so you can still seed hidden agendas and whatnot during the mission phase in Open?

That's good to know. I've been an almost exclusive OTF player since returning to the game in late 2012, but I know there's some die-hards out there who still like Open, and I'm glad that they can still pull their crazy shenanigans.
