It's understandable that you would ask this question - there wasn't a limit in the game's early days. Back then, the risk was that your opponent would go solve your mission and acquire your artifacts. (There were only 3 affiliations back then and the Romulans only needed to stock 2 espionage cards to be certain they could steal any mission.)

Up until around Dominion, with Plans there were *very* few missions that Romulans couldn't get at. (If memory serves, it was four and they were all things like Investigate Time Continuum that required specific people or things that weren't worth stocking.)

Once things moved into multiple quadrants (plus AMS got nerfed, which was a big part of that deck), going mono-steal stopped being a thing.
