Can any Jean-Luc Picard of the same persona, the original Jean-Luc from the premiere set, be used as the captain of the Enterprise-E and still get the bonus of the Captain’s Log or must it only be the Jean-Luc Picard from First Contact?

U.S.S. Enterprise-E don't name any Jean-Luc Picard as commander/captain so the only Picard that can commandeer the ship is Jean-Luc Picard (First Contact) because of his lore.

any card with title "Jean-Luc Picard" can and Captain Picard because of his lore.

Not any Picard. Any of the cards titled "Jean-Luc Picard" can be the captain of the Stargazer per the Stargazer's text, and Captain Picard can be the captain of the Stargazer per his own text (though that one is hard to pull off due to compatibility issues).

Helpful hit... if you look up any personnel, or ship, in the search engine it will show you exactly what ships that person is the matching commander for (or vice versa).
