What is the advantage of playing this card? Just to put the Phoenix in orbit with its crew? And does it seed or play from hand? Also, do all time locations seed? Also, must Earth be in play first? Thanks.

There is the whole First Contact theme about Montana Missile Complex which does require a seeded Earth.
Borg can assimilate Homeworld, then try to Stop First Contact and the opponent can try to take of with Phoenix and land a Vulcan lander.
"Timeline disrupted in 2063" doesn't look like much on the cards but isn't fun when playing [Fed] or [SF] .

Montana Missile Complex plays as normal card play from hand or is a download from Stop First Contact.
Phoenix comes from outside the game, so Borg can bring it into the game too.

Only the ones that say they seed can seed. Other time locations must be played. Alternatively, you must find another card that allows a non-seedable time location to seed... like, say, Launch the Phoenix.

Yes. You cannot seed or play a time location without its corresponding spaceline location.

[Bor] decks like Montana Missile Complex for Stop First Contact, as eberlems said.

[Fed] [EE] decks like it for Protect Historic Encounter + Launch the Phoenix, although not very much.

Otherwise, yeah, there's not much point.
