As long as they're a mission specialist, yes.

They're deactivated until you put them on a Holodeck though.

Do outposts have holodecks built-in? Or would the hologram be deactivated until placed on a ship with a holodeck or activated by a card like holographic projectors? Thanks.

Hirogen Outpost is the only holodeck facility.

No native holodecks on cards that don't say Holodeck.

You could always seed a Holodeck Door on your outpost, then your mission specialist can report activated. You can use Holoprograms from jump too.
