For In Darkness There is Strength do you have to play the universal Reman immediately after the Reman that triggers the effect?

I would guess triggers such as drawing for Reman Scepter would happen first, meaning you could play the card you just drew for that, or does it?

Is this all one action?

Please clarify the timing.

They're both valid responses to playing the first Reman, so you choose the order in which they happen.
