Nope. It's Interrupt speed, so only during play.

I did not realize this. I had a deck that used this with Unrelenting Lust for Profit, not realizing this. Unless these cards were supposed to not work together, this seems like a poor outcome given the weakness of .

It's a tent slot (or 2), and you get it on turn one.

You still end up with a 7- or 8-site station at the end of the day, which isn't nothing.

And actually those two cards work together nicely. You seed your normal 6 sites, then during your play phase on turn 1, you download QB/Holosuite, then you use ULfP to trigger the 1st Rule download, then play who you downloaded to QB. So you're up and running no muss no fuss.

I agree with @WeAreBack then, that's terrible design. Why not have Unrelenting Lust seed on table?
