A Borg player scouting a location can take as many personnel as they want, right?
Or must it be one Borg to scout?

I did not find a fitting passage in the Glossary entry on 'scouting'.

It must be one crew or one away team.

Many Objectives state that, before the Borg can bring the full might of the Borg Collective to bear and complete them, they must first scout a location. This means sending a single crew or Away Team to gather relevant data while neutralizing any resistance.

And it is up to the player to decide how many?

Yes.
It was written in the old rules sheet, that you can only beam down 1 Borg Drone.

But now it can be any number.

Glossary: Scouting locations.

Begin scouting the location as you would begin a mission attempt with non-[Bor]: select and beam your Away Team (of any size) to a planet

When a Borg player has finished a scouting attempt (drones are stopped), can that player make ANOTHER scouting attempt with their remaining drones?
(For reasons of simplicity, let's say a planet location)

Or is it actually 'one attempt per turn'?

You can send down new borg to scout again the same turn.
