According to the glossary your normal card play must be done at the beginning of the turn before you give any orders. WNMHGB allows you to report a personnel to your ship when it moves from one spaceline to the other, so does this count as a report you can do in addition to the regular card play or can you only report this way if you didn't make a normal card play that turn?

You can do your normal card play and usually some "for free". Then you can use WNMHGB and report an card on your ship.
Thar report with WNMHGB is not your normal card play and not "for free" (doesn't break New Arrivals), just an extra report during executing orders phase.

Same goes for your "Conduct Upgrades" android report with happy android and the reunification security report. Not "free" and not your regular card play.
