Dr. Soong says "Once each turn, may reprogram any androids present."

So if, for example, Lal and two Soong-type Androids are present with him during my turn, can he reprogram all three of them at once? Or only one?

I would argue up to multiple as long as they’re present, as one action, once each turn.

Yes, his Glossary entry specifies that he reprograms androids like Lal and Soong-type Android, who choose their skills or classifications when they enter play. B-4's ability is an order, so he doesn't count.
