Per the rulebook: "You may never voluntarily place your personnel in a house arrest situation." How would this impact Maternal Instinct? Say I have a mixed-affiliation crew on my ship, compatible only because of Instinct. May I report a non-Youth personnel, thereby discarding Instinct and putting some members of that crew under house arrest? This isn't as direct as reporting an incompatible personnel to an outpost, but I'm still the player responsible for causing the house arrest.

Obviously, this is not a question about whether this would be a GOOD decision.
