[FIXED] Deck counts don't match deck lists

Noticed this a few times, but here's a current example:

Page shows four recent decks, and the first button says "Load all decks since 2018-04-14 (11)". But when you click the button there are only eight decks (which includes the original 4).

I think I've pinpointed what the discrepancy is here. The button gets a count of all public decks that contain the card. But the decks that show are only those used in a tournament.
I guess the question is... which should be used if we want it to be consistent?

@AllenGould It's now set so that all public decks show, regardless of whether or not they were used in a tournament.
