quick question: does The Art Of Diplomacy require , , Resistance or Orion Syndicate personnel to place it out of play and kill a personnel?
Or can I use any personnel to kill an opponent's personnel present?

reads to me they need that icons. "They" place it out of play, not "you" Especially since the next part is neutral.

Once per game, you may discard incident to download one hand weapon to one of your personnel who has 2 Treachery.
