A deck with 24 dilemmas... ?

I'm trying to build a deck around The Squire's Rules. Therefore it would be nice to have a seed deck consisting of 24 dilemmas and only six other seeds.

What would be the affiliation best suited to this, to have a semi- competitive deck? I tried Consume-Borg and got it down to 7 and 23, but not quite 6/24.
Any other ideas?

KCA is also an option…

1) Outpost
2) RTQ (for The Regent’s Flagship/Regency 1 etc)
3) Homestead (overcome Quadrant rules)
4) They Call Themselves The Maquis (yes, works in [MQ] )
5) Study Divergent History for draws.

Free Emblem for more free reports, easy to grab Pride of the Fleet and Taking Charge (for Historic Coming Together, Process Ore: Mining etc)

6th card could be Tent or a jumpstart card to ensure easy access to AQ/MQ pairs to fuel draws OR your Squire’s Rule seed.

When asking for six non-dilemma seeds, it's actually only five since one has to be The Quire's Rules. Forgot to mention.

You could also do Hirogen.

You only need Hirogen Outpost, which downloads Hirogen Hunt. At the end of the turn, you can download Hirogen Hunt: Coordinated Effort and ships, if needed.

One of your missions should be Restore Victims and several copies of Paxim.
Together, that gives you 3 free plays per turn for ONE seed card.

Use only high point missions in the Delta Quadrant and you don't even need Homestead.

So you have Tribunal of Q, your tent and ONE seed card. That makes only three.
Add Ancestral Vision AND Taking Charge to get Process Ore: Mining.
Let your Rituals Of The Hunt target a Geology personnel to get your Geology machine running.

That's five seed cards so far with a promised three free plays and three card draws.

Do something funny with the sixth seed slot.
Have fun!
