Are all the First Contact TNG main characters better than their Premiere counterparts? If not, which ones are and why? Is it only due to their downloads and playing the Enterprise-E or is there another reason?

The special staffing icon makes the FC bridge crew tougher to use,

Strictly better? No. Is Which is better Deck dependant? Yes.

If you are playing with ships other than the Enterprise-E or Akira then the original crew is probably better. But those ships require that special icon or get better for it's presence.
