This is definitely perverting the spirit of the law if not the letter, but basically:

1) Use Provocative Levity to force the enemy to Collect Omicron Particles, setting them up for assimilation or slowing them down at the very least.

2) Win engagements to trigger Nine of Seventeen(for Harness Omega Particle) and Delta Pavonis.

The TOS personnel is only required for the engagement part of the card. You can move somebody’s ship even without a TOS personnel.

Interesting twist but Provocative Levity has a pretty high cost of which lets you only relocate the opponent but you still need another event to attack (or cards to beam over and assimilate).

Relocating your opponent or yourself to you to your opponent works well with Artificial Wormhole or Harried and Harrassed.

Don't forget Locutus, Implacable Scourge. He needs Borg missions but makes Maneuver events cheaper.
