The problem with that Ent-C is that it's instead of . That means that your Fred, Rhys, and Rachel won't work while on that ship (only on the Battleship).
Also, being able to report any personnel in your entire deck straight to your ship is definitely a nice perk. Saves you a trip back to base to pick up that one key skill that you need for a mission, so that you still have the range to go attempt a second mission if you complete the first one. Also, it means you can still use Guinan's ability without leaving her at home (since you can report your expensive person straight to her on the ship, stopping her for the discount).
