So this was brought up in the State of the Game thread, that DS9 should be revised to function more like an outpost. I agreed so this is a basic look at how it would function.

Basic ideas/rules: No normal reporting aboard unless another card allows it. Sites will play like an incidents. Ops makes it function like an outpost. Can still be commandeered. No more six sites for free. Ops/ One Docking Site is downloaded by each Nor automatically and others cost a seed or card play. Sites will be designed to offer better benefits then before to justify the seed space or card play. Obviously this needs a lot of testing to work.

First Attempt at the new Nors and some sites (most just need minor tweaks):

Deep Space 9
Formerly known as Terok Nor. Now a Bajoran trading center and administrative facility run by the Federation.
Seed during dilemma phase at a Bajor Region location. Download Ops and any one docking site here. If commandeered by any personnel who is not Bajoran or Federation affiliation, flip card over. Any Site (Not duplicatable.)

Terok Nor
Mining station build in Bajoran system. Operated by Cardassians using Bajorans in forced-labor conditions.
Seed at a Bajor Region location. Download Ops and any one docking site here. If commandeered by any personnel who is Bajoran or Federation affiliation, flip card over. Any Site (Not duplicatable.)

Ops
Plays on any Nor. Compatible personnel, equipment and ships may report here. Any player may, in place of their normal card play, download to this station one card which may play there (if reporting a ship or personnel, must be of matching affiliation); player draws no cards that turn. Any Computer Skill personnel unopposed here may commandeer station.

Quark's Bar
Seeds or Plays on DS9 or Terok Nor. Morn and Ferengi may report here. Once each turn, a bartender, a dabo girl, a waiter, any Quark or any Rom may report here for free (or download here in place of a normal card play; player draws no cards that turn). Any player who has Morn here may draw an additional card at end of each turn. Ferengi ships may report, dock, undock and repair at this Nor.

Security Holding Cell
Seeds or plays on any Nor. Adds a Brig. Once each turn, player who controls station may download Brainwash, Interrogation or Torture to a captive held in this Brig if that player has any intelligence (or a personnel who has SECURITY and Treachery) here.

Docking Ports
Seeds or plays on any Nor. Any ship with fewer than three staffing icons may report, dock and undock here if ship is compatible with station's affiliation OR crew includes a V.I.P. OR player controlling ship has a Computer Skill personnel present on this Nor (just before undocking, that personnel may board ship). Freighters and transports report for free here.
