Welcome to Fill in the Blank Season 2: Chain of Command!
Each week I will post the collector’s information for one of the cards in the set’s cardlist. Contestants are free to create whatever card they see fit for that slot in the cardlist, keeping in mind the surrounding cards. As the contest progresses, the cardlist will become more and more defined, guiding the contests’ choices.
The theme of our set is Chain of Command. Not every card has to fit the theme, of course, but it’s something to keep in mind when voting. Speaking of voting, as per normal each contestant will vote for one of the previous week’s entries (with the exception that as the contest runner, I will vote ONLY in the case of a tie).

This week’s contest is...
Card #22! This card must come between Rinnak Pire (Personnel - Bajoran - Card #18) and Edward Jellico, Experienced Commander (Personnel - Federation - Card #27). Between those cards we have late Bajoran, Borg, Cardassian, Dominion, or early Federation personnel.

Unless you have Shields > 12 or 3 Diplomacy and Cunning > 35, place one of your personnel facing this dilemma in your discard pile. This dilemma's owner may stop his or her Commander aboard his or her corresponding ship at this mission to return this dilemma to his or her dilemma pile.

Each of your personnel without is stopped unless you have a personnel of the same species present.

Randomly select a personnel. Repeat this until you select a personnel with Leadership or Officer or who is a commander aboard their corresponding ship. Place that personnel on an opponent's Unicomplex (they now command that personnel). All other selected personnel are stopped.

Plays in your core. When you play a card, you may stop any number of your Drones to make that card cost -1 for each personnel stopped this way.

If you command Data, place this equipment in its owner's discard pile. When you play this equipment, name a unique personnel. While present with the named personnel, that personnel is Cunning+10 and gains Programming.

Plays in your core. When your personnel is about to be stopped by a dilemma, you may destroy this event or discard an event from hand to stop your personnel present instead.

Order - Choose one: Engineer, Medical, Officer, Science, or Security. Stop your personnel present with that skill to unstop your stopped personnel present with that skill. You may do this only once each turn.
