Welcome to Fill in the Blank Season 2: Chain of Command!
Each week I will post the collector’s information for one of the cards in the set’s cardlist. Contestants are free to create whatever card they see fit for that slot in the cardlist, keeping in mind the surrounding cards. As the contest progresses, the cardlist will become more and more defined, guiding the contests’ choices.
The theme of our set is Chain of Command. Not every card has to fit the theme, of course, but it’s something to keep in mind when voting. Speaking of voting, as per normal each contestant will vote for one of the previous week’s entries (with the exception that as the contest runner, I will vote ONLY in the case of a tie).

This week’s contest is...
Card #26! This card must come between Radshert (Personnel - Cardassian - Card #22) and Edward Jellico, Experienced Commander (Personnel - Federation - Card #27). A personnel, but could be Cardassian (that’d mean we have a lot of them!), Dominion or Federation.

This dilemma's owner names two different numbers from 0 to 7. Unless you reveal two cards from hand with costs equal to those numbers, choose a personnel to be stopped. If no personnel were stopped by this dilemma, this dilemma returns to its owner's dilemma pile.

Unless you have 2 Engineer and Cunning>32 or Programming and Cunning>35, this dilemma is placed on your ship and your corresponding Commanders aboard it are stopped.
Damage - This ship is attributes -2. personnel your opponents command may beam to and from this ship.

Your personnel with the highest total attributes is stopped. Unless you have Anthropology, Archaeology, and Diplomacy or 2 Engineer and 2 Programming, all your personnel are stopped and this dilemma is placed on your ship.

Name a skill. Your opponent may download a personnel he or she does not command with that skill and place him or her at this mission. Unless you have the skills on that personnel, all your personnel are stopped.
