A dilemma with skills that has an effect if you fail, otherwise stops the personnel that use their skills to meet the dilemma requirements
Example:
Unless you have Medical and Physics all your personnel are stopped. Otherwise, each personnel using a skill to meet this dilemmas requirements are stopped.
So an unlikely ALL stop that works as a filter (targeting a specified skill) of one or two personnel.
