Commandant Rotherot! Dude probably gives the best performance in the whole game, aside form maybe Takei.

Xenophobic sentiment in Starfleet reached levels not seen in nearly 100 years after the alleged Klingon attacks at Biceia. Traitorously ambitious recruits attempted to install James Kirk as a new leader of the Federation. He did not appreciate their efforts.
