So I also went with the Xindi, but quite a different take on them. For starters I made the Xindi a Non-Aligned subgroup connected by a keyword (like Khan and co, or the Think Tank,) so you could splash them into any non-Borg deck, but they work best when working together. Much like their fellow 22nd Century residents Starfleet they care about species, but where as Starfleet rewards the player for having a diverse range of species, the Xindi turn their species diversity (and their opponent's species) into a weapon.

Once you have a few of them out you can really start messing with your opponent, making their personnel more expensive, taking out their events en masse, drawing and spending more on dilemmas against them and even hunting down members of specific species with cheap but powerful warships. Also as residents of the Delphic Expanse they get home advantage, able to attempt any mission in the region and travel further within it. Oh yes, and even the opponent's homeworld isn't safe if you manage to Launch a Devastating Attack against it.

My proposal is dedicated to the minor powers in the Star Trek universe of which we only get a few sketchy informations. All of these, however, are indicated in one or the other episode to have put checks on (Federation) attempts to push back the final frontier.

So the theme is: strange civilizations - putting borders in the final frontier ...

In line with this theme all cards are designed to counter speed decks or destruction decks.

Seeds or plays on table, then place on Eden. [Fed] ships you own may not stop here (but may "fly by"). Your Hidden Fighter is canceled. Your Commandeer Ship gains [Countdown 3] and does not require an empty ship if 3 Music present with your Computer Skill personnel aboard. When your Dr. Sevrin (or personnel who names him in lore) helps solve this mission, kill all such personnel in solving away team and score points (doubled if a [Fed] ship you control is in orbit here). [15]
So the goal is to get bonus points by solving Eden with the hippies, which kills them. It can't be too easy though, so you can't have a [Fed] Outpost there, nor can you just roll over with a [Fed] ship (or "find" one with Hidden Fighter) - you have to Commandeer your opponent's ship (turning it [Fed] ) or get help from some other affiliation - but get fewer bonus points for your trouble. Fortunately, Tongo Rad can enable you to get aboard your opponent's ship and put on a "concert" to distract the crew while you take over and fly to Eden. But the concert can only last so long, so eventually your opponent will get their ship back.

There's a lot of work here, but it should a) be worth it by allowing a 2-mission win and b) be a lot of fun!
