[Int] Making a Choice
When your [TNG] Dissident personel is facing a dilemma, discard a card from hand to choose one: you may meet Strength requirements of that dilemma with Integrity; or that personnel and each [TNG] Dissident personel becomes [NA] until the end of the dilemma.

The image would be Picard unpipping his uniform. He's Making a Choice (which helps him get past the Moral Choice).
