It's literally the most popular deck at Worlds. I think that puts your theory to rest.
I don't know if I'd call 4/17 "the most popular". That's less than a quarter. 5/17 are DQ factions, for comparison. I'd hold judgement until we see the results.

And 6-8 of the 17 are Alpha Quadrant decks... And 9/17 are Federation decks. It all depends on how you want to parse this out.

"Quadrants" are not really a deck archetype. If I say, "I'm playing a DQ deck", that means almost nothing. If I say "I'm playing a Kazon Battledeck", that requires specific cards and strategies, and now that actually means something.

Besides, the topic of discussion was specifically TNG decks. Seeing as 1/4 of the field thought a TNG deck gave them the best shot at winning, I'd say that makes it the single most-popular deck archetype.

Well, the topic of discussion was what card to remove and I was defending Continuing Mission because without it, TNG is dead in the water.

But, it looks like TNG did well at Worlds. Nice to see it make the comeback, considering there were no TNG decks to win in any of the regionals.

(Though there is no decklist attached to the second link, it was confirmed by email to be a copy of an earlier version of the deck Kris won with from the first link)
